Dynamics of mono-town development at the meso-level of the Russian economy

2024 is the year of completion of the latest state program (for 2019-2024) for the development of single-industry towns, i.e. cities and settlements with a single city-forming enterprise, previously large and developing. During its development, the shortcomings identified during the practical implementation of the first state program were taken into account, but the principle of state assistance to these cities remained unchanged. At CEMI RAS, during employment studies, the need was identified for organizing involuntarily maintained employment of workers, at least to preserve the labor reserve for subsequent economic development. Crisis of 2008-2011 led to an understanding of the need for involuntarily employment even at the meso level of the economy - in crisis (problem) single-industry towns and large settlements, where the closure of the only city-forming enterprises meant unemployment, threatening even the existence of cities, i.e. ensuring the integrity and security of the country. In recent years, the unemployment rate in Russia has decreased so much (to a minimum) that it can adversely affect the country’s economy, leading to a labor shortage in single-industry towns.
