Material Incentives to Competing Innovators and Its Influence on Technological Progress

The state is introduced into the Aghion endogenous growth model with "step-by-step" innovations. Various schemes of subsidizing innovators are considered. The results are: subsidies to competing innovators can be ecient only in the case of strong market competition and relative diculty of imitations. In other cases, change of innovators incentives entails deterioration of average economy growth rate. Compensation of a part of innovation expenses is more ecient when there is no loss in tax collection and redistribution. Grants to innovators for realized inventions appear to be the most rational way of public funds usage. At the same time, grants to imitators suppress growth.
