Change in the terminology of the social sphere of the Russian Federation since the 90s

The terminology of the social sphere of the Russian Federation (especially labor and employment) since the 90s reflected a noticeable division of researchers in this field in two directions. In the CEMI RAS from the very beginning of the 90s, everything happened during the research of the organization of forced employment of workers at the micro level of the economy — the authorities realized the reality of the danger of mass unrest in the Russian Federation without such employment of employees. The HSE started with publications about the «abnormality» of the Russian labor market after and on the basis of the work on the elasticity of wages published in England in 1995. The divergence in the nature of research was especially evident during the crisis of 2008–2011. In the CEMI, this led to an understanding of the need for forced employment already at the meso-level of the economy – in crisis single-industry towns and large settlements (with the introduction of the term «forced entrepreneurs », whose meaning was then significantly distorted in HSE publications for almost 10 years). At the same time, the HSE's misunderstanding of the absence of mass unemployment in the Russian Federation during crises (by the way, incomprehensible to World Bank experts) has been called for many years the same «abnormality»of our labor market. The socialization of income and tax policy has been noted in recent years, especially in the appearance of the «wealth tax».
