Rating of efficiency of the market of telecommunication services of Belarus

Problems and directions of development of the telecommunication market in view of the planned introduction of Byelorussia into the World Trading organization are determined by the State strategy of development of telecommunication of Byelorussia.

One of strategic directions of activity of the Ministry of Communications is development of a competition and liberalization of the market of telecommunication services.

For a rating strong and weaknesses of the organizations it is used the benchmarking. Benchmarking revealing and the analysis of the reasons of deviationsis applied to comparison of the organization to branch (market) standards.

The problem of benchmarking of telecommunication services on a parameter of efficiency with application of method Data Envelopment Analysis (DEA) which is application of methods of linear programming to the decision of problems of comparison of multipleparameter objects on efficiency of functioning and their productivity is considered.

Two types of efficiency are selected: technical efficiency (maximization of volume of services at the set resources) and efficiency of distribution (minimal use of resources at the set level of volume of services). Efficiency is defined as private from division of the sum of the weighed results of activity of the organization to the sum of the weighed used means.

For example, for calculation of efficiency of telecommunication services the following parameters-:затраты the subscriber, marketing and capital expenses, taxes, etc. are used; number of subscribers, a market share of technology, incomes, tariffs, factor of outflow of subscribers, etc
