System processes and management decisions

Crisis as a system process component is immanent inherent one in evolution of any system. In the same way, the crisis in “above system” determines the origin of the system. Crises are necessary for the development at the initial stage of life of the system. The payment for system development is its inevitable destruction accomplished through a series of crises. When the homo (occasionally, sapiens) came into the world, management decisions (MD) were put on the natural evolution systems. In Russia benevolent MD, are accepted from the precondition, that socio economic relations (SER) in its structure in this country are similar to SER of the developed countries. From the author’s point of view this precondition is an incorrect one. At MCE Dubna conference in 2010 the author expressed an idea, that SER structure in this country is inverse to SER structure in the developed countries. In the developed countries, the laws of market economy are determining, and the laws of shadow economy are subordinate. In this country shadow laws are determining for the economy (it is even inconvenient to name “shadow” economy) and quasi-market relations are necessary for its environment and functioning. The laws acting in inverse economy are very simple: «Everything is done for the administrative-and-management personnel and oligarchy strengthening and enrichment!». Benevolent MD is against the system processes peculiar to our SER system. Therefore attempts to improve our economy at the expense of financial injections in national projects, nanotechnology, innovational centers, etc are useless. Using these MD we increase a potential barrier between the market and our SER and consequently we postpone more and more an opportunity to return inversion of our SER.

Our economy is in system crisis. Accepted MD do not take into account this fact and consequently even aggravate system crisis. Tactically we are saved by petroleum, gold and exchange currency reserve, increased prices for hydrocarbon material, state blocks of shares sale. We are not protected strategically; since we change nothing in ours SER. For system transformation of our SER a creation of middle class manufacturers is a necessary condition. We should subordinate all kinds of resources supported with political will to this purpose, because the administrative-and-management personnel of all levels and finance oligarchy are passive in their nature and, as a matter of fact, protect themselves furiously. Formation of middle class manufacturers initiates the origin of internal freedom feeling of each citizen of the society. Then the system processes promoting transformation of our SER into SER, corresponding to SER of developed countries, will arise. In this case competent MD will strengthen and resound with system processes in SER. Synchronized interaction in subsystems (an industry, an agriculture, education …), the financial streams directed to individual industries, will promote our SER strengthening.
